## 0. One-line

> **Agreed. Park it.** The local one-seat hold and thin-seat construction on leftover \(R=1\) are **bounded, not solved**. N12-2SE closed the last local ingress (dilaton / unfrozen \(g\) / Einstein). No new local-hold avenue opened. Public F1 stays **OPEN**. Reopen only with a genuinely new object (F2 **L-NEW**, or a transmutation **named in \(L\)**). No promote.

## 1. Opinion

**Fair to park.** The N12-L stage did what a stage can do: it wrote trial \(L\), derived EL, and scored soliton existence. The result is a map of *cannot*:

That is closure of the *local shop*, not a hold theorem. Parking now is the honest move. Continuing on leftover \(R=1\) would be another mechanism census of a bound.

**No new local avenue opened.** What looks like a remainder is either already scored, one-scale in disguise, or a *different residual*:

**Reopen rule.** A later slice is local hold only if it **introduces** F2 **L-NEW** (I1–I4) or a transmutation **written in \(L\)** with \(c\) derived. Naming a new field on leftover \(R=1\) is **not** enough (N12-2SE). Fitting \(c\) to \(0.654\) or \(2/3\) is **G7**.

**SOL-NATIVE (26 Aug).** Kernel bootstrap is N1/N2 *shape*, not the principle, until a variational or quantum identity **determines** \(\mathcal{K}\) (not W-GREEN/Maxwell+\(\chi\)). Does not unpark leftover-\(R\) ODEs (`a_geom_n12_sol_native_principles_consideration.md`).

**F1-WEBER-SLICE (26 Aug).** Per-seat 4D→3D Weber, including a hyperbolic/parabolic cut, is packaging plus a cut-type modulus. BCs do not unpark (`a_geom_f1_weber_per_seat_slice_consideration.md`).

**Public (v1.1.4).** Honesty patch on hub / measey / objections (`a_geom_public_honesty_v114.md`). Chip stays OPEN. Deploy unless asked.

N1 in DYN-PARK is hereby the same rule: not a live STAGE; the same new-object gate.
