Abstract
Establishing a rigorous physical and epistemological demarcation between radio timing standards (PSR B1913+16 secular drift) and interferometer matched-filter strain catalogues. Demonstrating that binary pulsar decay is accounted for by the conservative Burke–Thorne radiation reaction potential in Wheeler–Feynman absorber cosmology on S³(R), matching the Peters rate without autonomous vacuum strain degrees of freedom. Proves scalar-only radiation falls short by 5.93x. Codifies the governing two-sided rule PASS_RAD_LIGO_PURSUE_NOT_PRESUME.
