Abstract

Placing Sciama-Machian gravitoelectromagnetic induction on the compact 3-sphere S³(R) with stationary radius R = √(6) c / H₀. Associating accelerating bodies with kinematic Rindler horizon L_a = c²/a. Evaluates the cosmic induction integral, deriving UV Newton recovery I_UV ≈ 1.2188 and exact IR saturation J_S3 = π / (2χ_a). Derives the universal S³ Mach factor C_mach = π / (2 I_UV) ≈ 1.288777, effective acceleration scale a*,eff = a* / C_mach ≈ 2.123 × 10⁻¹⁰ m/s², and the Baryonic Tully–Fisher Relation v⁴ = GM a*,eff directly from cosmic horizon saturation without dark matter halos.
