2. Window census (diagnostic)
Scan window step 2, step 2 → 540 cells. Under PRC‑A, the whole window is proton-bound in this scan — so dual selection is almost entirely neutron-side.

3. Fl‑298 and N=184 strip
- Fl dual3 range in window: ~150–186; at , (dual3 PASS, dual5 FAIL).
- Hard freeze unbound from (B_nA50) — so Fl‑298 sits on the freeze plateau while still dual3-firm.
- Literature strip dual3: Fl and above (); Hs–Cn below soft thr on L1.
4. Packaging ontology (short)
Free packing saturates at (L1). Residual is coulomb dilution. Freeze holds cage radius past free excess. Engagement only for large cages (, equiv. ) spares measured Pb/U skins that global freeze would stress. The threshold is a packaging dial, not a claimed new magic shell.
